Gilliam speaks for 11 minutes, and this also seems to have been culled from an interview. He also notes the inspired by credit, he did not the short until Twelve Monkeys was finished, talks about casting ideas for his film, points out some ideas from the short that made its way into script. He likes the medium and would like short films to be shown more as part of showcases or in tandem with features.

Like Gilliam, they only speak for a fraction of the running time. 7 minutes. This bit is seemingly culled from interviews.
They stress that Twelve Monkeys was inspired by La Jetee, it was not a remake. They were also inspired by their experiences working in mental hospital. They mention meeting Chris Marker, the director of the short and are hopeful his other films will be viewed more.
Not listed in this database are two other commentaries for shorts on this disc. The other tracks are frankly better than the aforementioned.
A Guy Walks Into a Bar, with commentary by director Carmen Elly and two collaborators. They talk about locations, editing, casting - in particular working with Fred Savage - non-linear storytelling, alternative ideas they did not use, and some production mishaps ir challenges while shooting.
For the short, Eye Like a Strange Balloon, director Guy Maddin talks about how the project came to him, the artwork that inspired it, and his process to create what he admits was ultimately a bit confusing.
